China and the ASEAN countries are closely related to each other, and the history of cultural exchanges between the two sides goes back to ancient times. Since the establishment of the dialogue relationship between China and ASEAN in 1991, the two sides have continued to deepen cooperation in the fields of politics, economy, education, culture, medicine and health etc. ASEAN countries are China's important partners in the Belt and Road Initiative. In order to further enhance understanding and friendship between China and ASEAN, carry out more pragmatic educational cooperation, lay smooth channels for cooperation, expand areas of cooperation, and strengthen cultural exchanges in the region, the Ministry of Education of the PRC, Ministry of Foreign Affairs of the PRC, and People's Government of Guizhou Province have jointly organized the "China-ASEAN Education Cooperation Week" in Guizhou Province since 2008. During the 12th ASEAN-China Summit in 2009, the Chinese Government and the 10 ASEAN Country Governments signed the Memorandum of Understanding between the Government of the People's Republic of China and the Governments of the member countries of the Association of Southeast Asian Nations on the Establishment of the ASEAN-China Centre. In 2011, the ASEAN-China Centre was formally established.

To actively respond to the Belt and Road Initiative, strengthen the cooperation in the field of medicine and health in the countries along the Belt and Road, Peking University Health Science Center has established the "China-ASEAN University Consortium on Medicine and Health" with the support of the ASEAN-China Centre.
